A. There are hereby established two capacity accounts for water, transportation and sewer, to be utilized by the director in the implementation of this chapter. These accounts are:

B. Capacity is withdrawn from the available capacity account and deposited into a reserved capacity account when a CRC is issued. Once the proposed development is constructed and an occupancy permit is issued, the capacity is considered “used.” Each capacity account of available or reserved capacity will experience withdrawals on a regular basis.
