After the applicant has paid the proper fees and a deposit to cover all estimated hookup charges, and having filled out and filed the water service application, the superintendent shall cause the proper taps, valves and meters to be installed to bring the water service to that person’s property at such location as the applicant shall designate, subject to GHMC 13.02.060.
