It is unlawful for the owner or handler of any dog to allow the dog to run at large. “To run at large” shall mean to run free of a leash, cage, or other physical restraint; provided, that dogs shall not be deemed to be “at large” as long as the dog is: (a) on the property of the dog’s owner; (b) on the property of the dog’s handler; or (c) the dog is in an area specifically identified or set aside as “off-leash” for exercise or training.
