No retail licensee, as defined by the Washington State Liquor Act, shall sell, deliver, offer for sale, serve or allow to be consumed upon the licensed premises any liquor, nor permit the removal of any liquor from the licensed premises in any manner whatsoever, except during the days and hours of the day as permitted by the Washington State Liquor Control Board by virtue of the authority vested in it under RCW 66.08.030, 66.98.070 and RCW Title 34.
