The second and fourth Mondays of each and every month are declared to be and designated as the regular and official business meeting days of the city council of the city and the meetings shall be conducted on such days commencing at 5:30 p.m.; provided, however, that in the event any regular and official business meeting day falls upon a legal holiday, that regular and official business meeting day shall be on the Tuesday following the holiday.
