Except for Type V actions, the burden of proof is on the proponent. The project permit application must be supported by convincing proof that it conforms to the applicable elements of the city’s development regulations and comprehensive plan. The proponent must also prove that any significant adverse environmental impacts have been adequately mitigated. (Ord. 806 § 22, 1998; Ord. 711 § 1, 1996).
