If such a request is made, the council shall, or if such a request is not made, the council may communicate said request to the clerk of the planning commission who will place notice of intent on the planning commission’s agenda. The planning commission shall then formulate a comprehensive use plan for the area described in the notice of intent, to become effective upon the annexation of said area, pursuant to RCW 35.13.177.
