Any lands annexed to the city following the enacting of the ordinances codified in this title shall be deemed to be included in the zoning map as being in the R-1 residential district. Within 60 days following annexation, the planning commission shall hold a public hearing to determine the best application of this title to the annexed territory. Following the hearing, the commission shall make its recommendation to the city council for the zoning of the area; provided, however, any land which has been or is included in a comprehensive land use plan provided for in the following provision and adopted pursuant to RCW 35.13.177 and 35.13.178 shall be annexed with the zoning district classification as provided for in such comprehensive land use plan.
