A use that existed before the effective date of the adoption or an amendment of the applicable regulations and that is permitted as a conditional use in the district in which it is located under the terms of this title shall not be deemed a nonconforming use. Such a use shall be considered to exist as a conditional use. The scope of the conditional use shall be governed by the provisions of this chapter unless modified by the hearing examiner in accordance with Chapter 17.64 GHMC.
