“Site area” means all the area within the boundaries of a lot, tract, parcel or site, excluding public rights-of-way dedicated to the state, county or city for use as thoroughfares and private rights-of-way established for motor vehicular thoroughfares; provided, that private rights-of-way which provide common access to three or less lots within a short plat may be included for the purposes of calculating lot area.
