The cost of construction of the water and/or sewer facilities shall be examined by the city engineer prior to the city council meeting on the latecomer agreement. The city engineer shall provide a recommendation to the council as to his examination of the cost of construction, the method of assessment, the latecomer reimbursement area, or any other matter connected to the latecomer agreement.
