The city engineer or professional engineering firm retained by the city for such purpose is designated to make preliminary estimates and assessment rolls for local improvement districts of the city and to furnish to the city council such information as may be required by law to be furnished to the city council in connection with the formation of local improvement districts or utility local improvement districts.
