It shall be unlawful within the geographical limits of the city for any person, firm or corporation to use water originating from the city’s water system for the purpose of washing cars, watering lawns or watering gardens at times specified by the mayor when in the mayor’s judgment an emergency exists because of a potential shortage in storage supply or source supply of water. (Ord. 134 § 1, 1970).
