It is unlawful for any person, firm or corporation to open, close or interfere with, or attempt to, or connect with any fire hydrant, stop valve or stopcock, belonging to the city water department unless authorized by the superintendent, but this section shall not apply to members of the county fire department while acting in such capacity.
