No provider of cable television or telecommunications services or any other entity who desires to locate equipment on city property shall locate such facilities or equipment on city property until a facilities lease is approved by the council. The council reserves unto itself the sole discretion in its legislative capacity to lease city property for telecommunications, cable television or other facilities, and no vested or other right shall be created by this section or any other provision of this chapter with respect to such facilities leases.
